A rare opportunity has opened up at Cambridge Airport for an experienced Air Traffic Engineering Manager. The purpose of this role is to ensure the air traffic engineering function remains safe and compliant to applicable regulatory standards, whilst maintaining all ATE equipment is serviceable and available and the ATE function is fully resourced at all times to support airport opening hours.Responsibilities: * Ensuring that all departmental procedures and practices and any equipment required to perform said procedures and practices comply with the requirements of all relevant legislation and all derived regulations and requirements. * Ensuring that all Navigation Aids and Air Traffic Systems comply with the requirements of the UK CAA Safety Regulation Group publications, CAP 670 Air Traffic Services Safety Requirements and applicable EASA requirements. * Ensuring that the Aviation Ground Lighting Control and Monitoring System complies with the requirements of the UK CAA Safety Regulation Group publications CAP 670 Air Traffic Services Safety Requirements and applicable EASA requirements. * Ensuring that all departmental practices are in harmony with the body of the Aerodrome Safety Management System. * Maintaining all safety related documentation under his/her remit. * Ensuring all departmental practices, where relevant, are embodied within and carried out in compliance with the Manual of Air Traffic Services Part 4- Air Traffic Engineering as issued. * Planning and managing scheduled maintenance of all safety related equipment and systems within his/her remit. Ensuring that all maintenance records are completed and retained. * In line with applicable regulations, attaining and retaining such personal approvals and certifications as required for the management of safety critical equipment and systems. * Maintaining personal competency in the maintenance, test and repair of safety critical equipment and systems. Competency levels are defined in the Manual of Air Traffic Services Part 4. * Ensuring that all departmental personnel receive such training as required to provide theoretical knowledge of the operation and function of safety related equipment and systems within their remit. * Ensuring that all departmental personnel receive such training as required to provide the practical ability to maintain, test and repair safety related equipment and systems within their remit. * Ensuring that all departmental personnel obtain and retain all relevant approvals and certification as required by the various regulators to maintain, test and repair safety critical equipment and systems within their remit. * Ensuring that the competency of all departmental personnel regarding the maintenance, testing and repair of safety critical equipment and systems within their remit is maintained and is assessed at regular intervals. * Ensuring that where third party contractors are used to maintain, test and repair safety critical systems and equipment that all sub-contracted personnel have, where required, such certification and approvals from the various regulators that permits them to perform such functions as described. * Ensuring that where third party contractors are used to maintain, test and repair safety critical systems and equipment that all Method Statements and Risk Assessments have been received and approved prior to work commencing. * In conjunction with the facilities and I.T. Departments ensuring that all airport infrastructure and utilities which impact upon the airport operation are maintained, tested, and repaired as required by regulation or requirements both external and internalTasks:The Manager ATE is responsible to the Manager ATS for: * The manning of ATE to the standards required by the CAA * Reviewing ATE procedures to ensure that they remain appropriate for the types and level of equipment at Cambridge. * Training of new and current engineers. * The Unit Training Plan (ATE). * The Unit Competency and Currency Scheme (ATE). * Maintain a monthly staff roster to cover the operational needs of the ATS. * Maintain a record of ATE competency. * Maintain the ATE holiday system. * The Health and Safety for ATC personnel on duty. * Ensure that all Health and Safety legislation is complied with. * Provide support to the Manager ATS for the day-to-day operation of the radar and navigation aids and communication systems at Cambridge. * Provide support during asset replacement projects * Ensure that all relevant documentation as required by SARG including maintenance * schedules, equipment records and job cards. * Maintain the Company's ATE QA system and procedures in use at Cambridge. * Maintain the Company's ATE maintenance system and procedures in use at Cambridge. * Provide support to the Manager ATS and liaise as required with SRG on engineering aspects. * Liaise with government and other regulatory authorities on behalf of the airport. * Maintain site radio and equipment licences via Ofcom, NISC and eurocontrolEnsure that maintenance on the following equipment has been conducted by the ATEs: * All airport radio communication systems. * ATC control consoles and supporting equipment. * All airport radio navigation and landing aids. * Airfield Lighting Control Systems (excluding actual AGL). * Co-ordination of flight checks. * MET equipment and associated displays.Behavioural Competencies: * Continually strive for operational performance, aim for high performance; be pragmatic, seize opportunities to improve performance and efficiency * Pro actively anticipate and mitigate risks * Agree clear operational goals linked to strategic objectives. Understand own role and required competencies, and raise performance standard. * Demonstrate personal accountability, hold others to account, take on accountability beyond own role * Participate in, and request, regular check in meetings with manager; manage performance feedback constructively and address where relevant * Show an understanding of cultural difference and keep up to date with global issues affecting ATE * Demonstrate commercial awareness, understand pricing, volumes and longer-term commercial impacts of decisions, be data driven; Understand the commercial drivers of the BU or function * Integrate a variety of information in own objectives and strategies; Look outside the organisation to find and use best practice, integrating multiple elements, and be able to justify choice * Demonstrate high levels of trust within remit; are seen as a trusted advisor by a range of stakeholders; spend time understanding others' perspectives and needs * Promote ethical standards; role models high levels of integrity, encourage this in others, hold others to account for their behaviour.Technical Competencies: * High depth of understanding of air traffic engineering discipline, particularly of an independent air traffic engineering unit. * Able to take full responsibility for own work (and that of others where applicable). * Deal with complex situations holistically and an ability to make business critical decisions affecting safety, compliance and operational availabilityEducation:Required * Educated to ONC/HNC level or higher, electronic/avionics * ATSEP qualified Basic/Shared or PTC engineer holding relevant unit ATSEP competencies in at least 80% of Equipment in use at EGSC * ATSEP qualified in at least 80% of equipment streams in use at EGSC or PTC engineer holding unit ATSEP competencies in at least 80% of equipment types in use at EGSCDesired * Manufacturer courses in relevant equipment types in use * ATSEP OJTI * ATSEP Competency Assessor Advantageous training/experience * Health and safety training -managing safely IOSH or equivalent. * Human Factors * Risk Assessing * Investigation * ILS flight check calibration reportsExperience: * Ability to appreciate the operational and commercial impact of a service failure from the customer's point of view, with a passion for providing a service to customers. * Competence in people management and leadership. * Team-oriented, ensuring high quality operational service delivery, with a focus on the development of the team and its individual members. * Ability to react fast and effectively under pressure, whilst demonstrating excellent leadership qualities. * Self-motivated with the ability to take ownership to work autonomously and use own initiative.Additional local needs * On site, occasional travel for courses or attendance at events (national and international) * Ability to climb stairs (due to no lift to visual control room and radar tower) * Security clearance requirement * Vehicle driving licence, to support airside driving
