Performance Manager Location: Ealing Salary: A GBP 55,155 to A GBP 57,201 per annum inclusive (Grade 14) The Housing and Environment directorate is in a period of major change, addressing some of the biggest challenges the council faces: responding to the homelessness crisis, preparing for the housing regulator and ensuring they are a fit:for:purpose landlord, building on our Travel in Ealing Charter and delivering sustainable travel solutions, as well as cross:cutting programmes to digitally transform their housing services and to develop their workforce. To effectively manage business:as:usual as well as these major changes, they require high quality performance data, delivered within a robust performance management framework, that tracks delivery, and provides insight to drive continuous improvement. The Role To help the council meet these challenges, they are recruiting an experienced performance manager who will report into the Head of Strategy, Performance and Improvement as a core part of their new service. They have the basics in place, with regular reporting and a draft performance framework, but are seeking a talented individual to develop and drive their performance function. You will be an experienced and innovative performance professional, with technical skills, who has made an effective contribution to the performance management of a large organisation, can communicate effectively, and build confidence and respect with all stakeholders. You will be passionate about making Ealing a better place, be able to see and appreciate things from their residents perspective, and be motivated to do things better, faster and for less cost, to make things happen. Skills and Qualifications * Experience in collating, quality assurance, manipulating and reporting on data for senior management. Relevant qualifications desirable.* Designing and successfully implementing a performance management framework into a service with little history of performance management.* Knowledge of current issues facing local government and in particular the national agenda in relation to performance improvement.* Making an effective contribution to the performance management of a large organisation including innovating in use of data and its presentation to senior management.* Knowledge of performance management tools, techniques and frameworks.* Knowledge of analytical techniques and approaches (including financial analysis and modelling).* Excellent technical skills, with a particular emphasis on analytical, statistical* and modelling techniques allied with the ability to interrogate large databases efficiently.* Strong numeracy skills, experienced at data manipulation and highly analytical.* Ability to develop management information reports to meet the needs of various client groups : statutory, corporate, senior management and operational.* Ability to develop and maintain effective working relationships at all levels, both with the team and across and outside the organization.* Ability to communicate, influence and persuade at a range of levels in order to achieve organisational and service objectives.
