Job Title: Head of Procurement : HC617257 Location: Eastleigh, with the possibility of hybrid working Salary: HMG D ( GBP 72,234.00 : GBP 79,251.00) Hours: 37.00 per week Contract: Permanent Closing Date: Sunday 7th July 2024 at 23:59 hours Interviews will take place on 23rd and 24th July at Strategic Headquarters, Eastleigh. About the Role Effective procurement relies on establishing and maintaining a good knowledge of the organisation's current and future requirements, the supply market and legislative developments. As Head of Procurement, you will lead the Procurement department and procurement across Hampshire and Isle of Wight Constabulary (HIOWC) and the Office of the Police and Crime Commissioner (OPCC). You will be responsible for the decision making around the approach taken to procure products and services and which suppliers and contracts are used. You will have primary accountability for the award of large and complex contracts on behalf of both partners. This approach will enable the development of appropriate strategic sourcing strategies, optimisation of quality and required outcomes and maximisation of efficiency savings across the organisation as a whole. The Head of Procurement will also be the Constabulary and OPCC lead in collaborating through Blue Light Commercial to influence national procurement policy and contractual opportunities. As a strategic and professional lead, you will take ownership of the development of, and provide leadership on, long:term procurement strategies, plans, policies, systems and processes to ensure an effective and cost:efficient corporate procurement function. The role includes maximising the effective co:ordination and use of procurement resources across both partners and with other stakeholders to ensure sharing of best practice, collaboration and value for money. It will be your responsibility to ensure compliance with legislation and professional standards in relation to procurement for HIOWC and the OPCC and influence procurement practice locally and nationally. You will have line management responsibility for approximately 5 members of procurement staff. Please note that the successful candidate for this role will be an employee of HIOWC, however, there are roles within the procurement team that are currently employed by Hampshire County Council (HCC), and these roles will be TUPE transferred into HIOWC in January 2025. To view the full role profile, please click here. Your Experience We are looking for candidates who are educated to QCF Level 7 or have relevant experience. The successful candidate will have significant senior procurement (including line management) and strategic experience, along with a strong technical and legal procurement knowledge. You will need to be proficient in the use of Microsoft Office software and other business systems. It would be desirable for candidates to have previous police/emergency service sector experience/knowledge, however this is not essential. Travel to sites across Hampshire and the Isle of Wight may be required so we require candidates to hold a full UK driver's licence.
