Hampshire County Council has an impressive track record working with the early years and childcare sector to provide good quality childcare places for young children to access early years foundation stage and school aged children to enjoy enriching and fun activities in the holidays and before and after school. We are looking to recruit a Childcare Development Officer. The post will focus on ensuring sufficient childcare for parents and assisting providers and the service particularly with the roll out of the new entitlements as announced by the government in spring 2023, detailed below: :From April 2024, working parents of two:year:olds will be able to access 15 hours of free childcare.:From September 2024, implementation of wraparound childcare provision in schools.:From September 2024, 15 hours of free childcare will be extended to all children from the age of nine months.:From September 2025, working parents of children under the age of five will be entitled to 30 hours free childcare per week. You will be responsible for maintaining and gain insight and overview of the childcare and/or wraparound market supply and demand working alongside the childcare development team and other colleagues. You will provide support, advice and guidance to both childcare providers, related stakeholders and partners, and parents regarding various aspects of quality childcare delivery in meeting regulatory/DfE or other funding stream requirements. You will support the Lead Childcare Development Officer or Childcare Market Manager with monitoring, compliance and audit requirement for the various funding streams as well as directed sector projects. You will have proven experience with a up to date knowledge of Childcare and Early Years regulations and other appropriate regulations to support the variety of organisations in the sector. It is essential that you are able to demonstrate skills in undertaking research/analysis, use and interpret complex data sets as well as being able to write clear reports. It would be an advantage to have in commercial experience/awareness in private, public and charitable sector organisations as well as experience in developing materials to support training and advice guidance and delivery face to face or virtually. The ideal candidates will be able to work independently, and collaboratively as part of a team, be able to demonstrate you have experience of providing advice/guidance to the childcare sector, holiday activity scheme providers and schools (or similar). Ideally you will have strong financial and business support skills and have excellent communication and negotiation skills and be able to prioritise your work where there may be conflicting priorities. The requirement of these posts is to supplement and support the current offer and may also take on project leads or other priority work streams for the service. Why Hampshire?
