Planning Technician Location: Brecon Salary: A GBP 28,770 : A GBP 31,364 per annum National Parks were designated in order to protect beautiful areas for the benefit of the nation. They came about as a result of the 1949 National Parks and Access to the Countryside Act, which put a legislative framework in place for the establishment of National Parks in England and Wales. The Role Assist with the processing of planning applications, providing advice on validation requirements, fee enquiries and straight forward planning enquires. To provide technical support to the Development management Service. Main Duties: * To carry out the relevant tasks including but not limited to: * Support the maintenance of the planning applications and enforcement complaint database and deal with enforcement correspondence.* Assist the case officer in researching background information, undertake consultations/re(1)consultations and constraints checks on planning and enforcement cases.* Maintain and update standard planning and enforcement templates and notices. A Processing of straightforward planning and enforcement cases.* Administering the appeals process on behalf of the Authority and assisting the case officer.* Processing of Tree Preservation Orders (TPO), works to trees in a Conservation Area (TRCA applications) and other tree related queries.* Maintaining the statutory enforcement register.* Assist in the preparation of the development plan and associated documents.* Assist in the preparation of the Local Development Plan Annual Monitoring Report.* Assisting with the updating/maintenance of the National Park website planning pages .* To undertake validation tasks on planning and related applications against Welsh Government and other requirements including interpretation of legislation, measurement of plans and calculation of fees.* To accurately input and retrieve data from IT based systems, and on:line services, including the initial data entry for all applications received.* To ensure that planning appeals are registered; to complete and return questionnaires; to undertake all correspondence and publicity in connection with an appeal; ensure appeal timetables are met; provide required documentation working in conjunction with case officers. * To provide advice, guidance and respond appropriately to enquiries on planning related matters.* To liaise with Officers assigned to other teams in all matters relating to (whichever is relevant) the processing of planning applications, unauthorised development and/or the Development Plan process.* To contribute to achieving the corporate objectives and meet the performance targets for the Planning Service. Contribute actively to the achievement of a good customer focused approach to service delivery, participating in the development and maintenance of quality systems to ensure continuous monitoring and improvement to service quality and customer satisfaction.* To undertake any further additional education, training or development considered appropriate in order for the postholder to perform their duties or further their role in the delivery of a quality planning service.* Any other duty, appropriate to the grade and nature of the post, as required by the Head of Development Management Skills and Experience Essential: * Minimum of 5 GCSE level C or above or equivalent and willingness to work towards a Planning qualification i.e. a degree or diploma in Planning or equivalent (e.g. geography, architecture or design)* Basic knowledge and understanding of the planning system, including legislation, procedure and, guidance* Excellent IT skills, including use of MS Office software and Document Management systems* Ability to communicate effectively with a wide range of organisations and individuals including members of the public, applicants and agents* Good report writing communication/ interpersonal skills Ability to read and interpret map
