We are working closely alongside a Local Authority in Hackney to assist with the appointment of a Auditor , on a 6-month contract , highly likely to be extended at clients discretion. Rate of Pay : £24.53 per hour PAYE Summary: To assist an Head of Internal Audit in providing: - An independent appraisal function of all council departments or designated external bodies for the review of activities as a service to management; A service to measure, evaluate and report on the effectiveness of internal controls established by management in all council departments or designated external bodies; A review service to ensure economy, efficiency and effectiveness in the use of council resources and those of any designated external body. Under certain circumstances, where operational reasons make it necessary, to assist an Audit Manager in the investigation of cases of fraud, irregularity and malpractice throughout all departments of the council or designated external body which has arisen as the result of Audit activity or which has been reported to the Assistant Director Audit & Anti Fraud. Responsibilities: To actively consider new and innovative ways of doing things recognising and promoting the positive benefit of change for the improvement/enhancement of the benefit fraud investigation service. To communicate in a confident and assertive manner that meets the needs of internal and external customers and in a way that influences effectively. Able to handle and store confidential data securely providing a clear audit trail of its use. To keep abreast of service/technical developments relevant to the duties and responsibilities of the post. To undertake special tasks/assignments as directed and provide advice/reports as required by senior management. Qualifications: Full AAT qualification (or equivalent) and proven experience of Internal Audit work within the public sector essential. Familiarity with a wide range of statutory and regulative requirements, that impact of the work of Internal Audit (e.g. Data Protection, PACE, Human Rights Act, RIPA, etc). To have a Criminal Record Bureau (CRB) disclosure which is acceptable to the council and be registered with Independent Safeguarding Authority (ISA). Experience: Sound practical experience of undertaking systems and regularity audit projects including the production of detailed documentation covering scope/objectives/audit programme relative to individual projects. Experience of managing and planning high volumes of work, performing to tight deadlines and targets. Some experience in the use of CAATs including data retrieval and interrogation, local manipulation of data and use of test data when undertaking audit project work. Knowledge and experience of utilising risk management processes/procedures from an audit perspective. Experience of presenting quality internal audit reports and information in a variety of formats including identifying risk factors/control matrices/graphical/statistical analysis. Ability to undertake presentations in relation to training initiatives and to utilise IT facilities to assist with this. Experience of attendance at meetings, project groups and working groups as a representative of the Head of Internal Audit.
