An Education Welfare Officer post has become available with my client based in London. Salary and package details: Basic salary of £28,000 - £32,000THIS ROLE IS TERM-TIME ONLY SO THE SALARY IS PRO-RATAThey are an independent Education Welfare Service, offering attendance and education welfare support to schools and families across London. The aim of the service is to enable children and young people to benefit from the educational opportunities available. This can be through supporting families to resolve any problems of non-attendance or increasing education from reduced timetables to accessing opportunities full-time.You'll provide effective and targeted services to schools and families, to promote full-time attendance (for those of compulsory school age), well-being, social and emotional development, achievement, and safety for the children and young people in schools across London. This will include case working with individual children and families where school attendance is an issue and preparing for any necessary enforcement action.The work is complex and requires exceptional team working skills, an understanding of integrated ways of working and an absolute commitment to early intervention and excellence for children and families. There is personal autonomy and team members are expected to act upon their own initiative, manage their own time effectively and proactively contribute to innovation within the scope of their role. Job Purpose To work in partnership with parents, young people, and schools to ensure that all children of compulsory school age access education. To always ensure that maximum effort is given to keeping young people in education with particular attention given to promoting full-time attendance (for those of compulsory school age) To promote and support schools, families, and young people with steps to prevent permanent exclusion, including the use of managed moves where appropriate and supporting the development of multi-agency plans to keep children and young people in school. To work under the direction of the Directors of my client, and in partnership with schools, parents, and other bodies to promote attendance at school and pupil welfare. To conduct attendance investigations where necessary and provide expert advice and consultation to schools, where the threshold for enforcement action is met and in preparing cases for the education legal planning process To consult with the LA where the threshold for enforcement action is met and represent my client at education legal planning meetings, to progress and present cases at magistrates court and family court under the Education Act (1996) where appropriate Key Results Areas To maintain regular liaison with identified schools, and in partnership with school staff, ensure that attendance registers are checked, cases of concern identified, and appropriate follow-up actively pursued. To assess, maintain and progress a caseload of families who require targeted intervention in relation to attendance, with the aim of addressing the targeted needs identified and assessed. To use a variety of professional skills, including consultation, identification, assessment, intervention planning/delivery and review to promote effective partnerships between children and young people, their parents/carers, practitioners, and education providers who work with them (especially schools) and to achieve positive outcomes for children and young people and their families who may be vulnerable as a result of poor school attendance. To develop, implement and review a range of innovative strategies to promote and improve learning/development, parental capacity, attendance/access and behaviour including undertaking specialist education casework and coordinating, planning and overseeing the delivery of evidence-based interventions, both directly and through the use of external resources and services. To ensure that all evidence submitted to the LA for prosecution is quality assured and all evidence meets required standards for prosecution To have a good knowledge of current legislation and local and national policy developments in relation to the education and welfare of children and young people. To keep updated on new legislation that links to attendance and statutory education responsibilities of schools and the local authority including changes to the law and guidance around school exclusion, CME, elective home education and the implementation of parental responsibilities measures. To identify safeguarding concerns, report to relevant agencies and where necessary make referrals to the LA where safeguarding concerns arise. To support other professionals to identify and refer concerns arising about the safety and welfare of children and young people to the appropriate service. To promote schools to comply with national regulations and local requirements in respect of pupil registration and to support schools identified as needing improvement in their management of attendance particularly where they may be subject to an Ofsted Inspection in the near future To maintain up to date accurate electronic case records and to undertake administrative duties relating to the timely and accurate recording of attendance including use of CPOMs and recording systems, regular returns of workload activity for data/statistical purposes. To implement the issuing of penalty notices in accordance with the LAs local code of conduct. To inform parents/carers and young people of their rights and responsibilities in relation to statutory procedures around attendance. To advise parents of their right to ask for a decision to exclude to be reviewed by an independent review panel. To undertake any other duties commensurate with the level and grade of the post as may be requested from time to time.
